Sustainable workforce solutions for a teaching hospital
The Challenge
A teaching hospital in the US with a 2,500-bed capacity had a recruitment request for experienced and globally trained nurses to replace their staff, many of whom were about to retire in the next five years. It needed expert advice in understanding the complex international placement process dealing with local recruitment agencies and Filipino government and regulatory bodies.
Hiring skilled workers, particularly internationally trained nurses, is a complex process that takes anywhere from 24 to 26 months. Before they can be considered for US nursing jobs, applicants need to pass the NCLEX, or the National Council Licensure Examination for Registered Nurses, and meet US Border Immigration visa requirements.
To be eligible for the NCLEX, applicants have to undergo a credential evaluation from the Commission on Graduates of Foreign Nursing Schools (CGFNS), choose a state board of nursing and ensure that NCLEX requirements for the target state are met, and apply for licensure or registration with the Nursing Regulatory Body where they wish to be certified. They also need to prepare for and pass the language requirements set by the National Council of State Boards of Nursing.
The Solution
Wingspan was chosen for its strong ties with the best local agencies and training centres and its solid experience in international recruitment for many years. We worked closely with the client to understand their needs and liaised with POEA agencies and local partners to ensure that candidates complied with legal and documentation requirements in preparation for international placement.
A deep local know-how and understanding of the legal intricacies in deploying for overseas jobs is required to ensure that the recruitment and hiring process goes smoothly. Educating clients on responsible and sustainable workforce solutions plays a key role in this engagement and is part of Wingspan’s core values.
The Outcome
With Wingspan doing the legwork for hiring skilled workers, including providing guidance in navigating local laws covering overseas recruitment, the client was able to deploy hundreds of registered nurses, who have been instrumental in the fight against COVID-19, while gradually managing the retirement of its senior nurses.

Canadian hospital finds sustainable workforce solutions
The Challenge
A Canadian tertiary hospital was looking for doctors, nurses and Allied Health professionals.
For three years they have been struggling to complete their workforce. Their temporary solution—not a cost-effective one—was to hire on-call staff through local agencies.
One of the challenges in the recruitment of internationally trained nurses is to ensure that applicants pass the rigorous process set by the National Nursing Assessment Services, which is usually where the bottleneck lies. The NNAS is the official organisation that evaluates nursing education, based on Canadian standards and comparing it to current Canadian nursing requirements. Applicants are generally given a year to submit all requirements, including proof of identity, nursing education forms, nursing practice/employment documents, and language testing results.
The Solution
The client was looking for a human resource solutions provider in Asia Pacific to help it fill the vacancies. Not knowing the first thing about international recruitment, the client was looking for a partner that had strong ties with government and the best local agencies and could help it navigate through the complex international recruitment process.
The client tapped Wingspan, having been impressed with the firm’s vast experience in overseas placement, having been the go-to contact for a number of international companies in Europe and the US for talent in the technology and medical industries.
Wingspan gave expert guidance through the hiring process, sorting through legal and documentation requirements, with the aim of ensuring the client hired the best health professionals.
The Outcome
The client, working in tandem with Wingspan and POEA-certified agencies, successfully hired hundreds of medical professionals to fill its staff, many of whom continue to thrive in their role and provide value not just to the hospital but to the local Canadian community.
